Two years ago, the state sought to lower auto insurance rates for Massachusetts drivers by giving automobile insurers the flexibility to set their own rates. Previously, the state had set all auto insurance rates. Now to curb the rising cost of health care, there is a proposal on the table to do just the opposite. Author

Instead of a free-market approach, the state is proposing much tighter state regulation of what health care providers and health insurers can charge.  Which approach do you think is best?
